Was Bill Clinton ‘Drunk Dialing’ The British Prime Minister?

Former U.S. President Bill Clinton and his counterpart in the U.K., Prime Minister Tony Blair, have a famously chummy relationship. Today the Clinton Library released transcripts of several of their conversations over the course of the Clinton Presidency and one has to wonder: What, exactly, was Clinton drinking on some of these calls?

Care of Lachlan Markay of the Washington Free Beacon this is the best of the conversations already reported:

Blair and Clinton had a way of discussing the most serious issues, like ethnic cleansing in Kosovo and Holocaust survivors as advisors on the issue, while still keeping the conversation light:

BuzzFeed has a few more clips of the conversations, including when Clinton offered to babysit Blair’s forthcoming child, when he said he could only talk to Blair while holding a banana, or to call to offer condolences on the loss of Princess Diana. Clinton also made calls like the one below, offering his sympathies after the deaths of British soldiers in Kosovo.
